Yes, it does. Hydrogen does not occur in nature - energy must be spent on separating it from other elements like oxygen (from water). This energy investment is not unlike creating Lithium ions in a battery during charging. All you do in both cases is investing energy into creating a chemical element or ions in hopes of being able to get that energy back in a fuel cell, or inside the very battery cell containing the Lithium ions. There is an energy conversion in both directions, with its associated losses. Lithium ion batteries can be as efficient as 90% (so if charge them with 100 Watts of energy, you get back 90W when discharging it, the rest is lost as waste heat). Hydrogen, on the other hand is a very wasteful process, and comparing the input current to the output after the fuel cell conversion you can get 30% back - at maximum.
